Nitin Gadkari Announces Learner’s Licence Module, Says, “We Have Shortage Of 22 Lakh Skilled Drivers” (Watch Video)

Speaking at the Parliament, Union Minister Nitin Gadkari said that in India, there is a huge shortage of skilled drivers, citing a report from the World Bank. He said that for a country like India, it is very important to have skilled drivers, and proper learning facilities should be made available for everyone. He made these remarks while announcing the new Learner’s Licence Module. He said that now we have three schemes, IDTR, RDTC, and DTC for training drivers.

He said, “One of the important things related with the road safety is the training of drivers. Actually, in India, we have a shortage of 22 lakh skilled drivers. It is from the World Bank report. And the first thing it is very important that we need to have a good facility for training drivers. Not only training drivers, but at the same time, this is the time for the country, now we are going to start the learner's licence module. Aadhar-based, face authentication and on the basis he can know his mobile or using his computer he can give that test, and after passing that test, he will get the certificate for licence for the driving. The test can also be given from home."

He said, "Now we have three schemes, one is IDTR, that is the Institute of Driver Training and Research; the second is RDTC, that is the Regional Driver Training Centre; and DTC, that is the District Driver Training Centre, he said while addressing the parliament."

He added that it is very important that our ministry has taken a new decision and now launches a new policy regarding driving training centres on 7th January 2025. The capital investment for this scheme is 4500 crore, and this scheme is going to generate 50 lakh jobs.

He said, “1600 institutes will be set up in the three-tier system and an additional grant of rupees 1.5 crore for every district training centre with a fitness station cluster. Recently, I have sanctioned 12 proposals worth Rs 33.5 crore for RDTCs, DTCs under the new policy in the states of Chhattisgarh, Uttar Pradesh, Madhya Pradesh and Maharashtra, out of which 8 proposals are in rural and aspirant districts."

He further appealed to all members of parliament to support this scheme citing that it is quite important to improve the driving situation of India. He said, “This is a very important scheme. The government is giving support of 2.5 crore per driving training centre. Particularly, the area which is socially, economically, and educationally backward, the tribal area, and an aspirant district, and an aspirant tertiary. If we can start a driving training centre, it can be a positive for them for getting employment. Sir, this new policy has already received 32 new proposals, and I request that all states already we have called the meeting of the transport minister. We have a full discussion on this issue. And this new policy is very friendly and supportive, and gives more grants."
